It depends I guess if best means made you laugh the hardest or made you laugh most. I'd have to say Alan Partridge in "I'm Alan Partridge" probably made me laugh the hardest, I mean proper genuine LOLs, but I'm not sure that's even a sitcom. American sitcoms I find to be consistently entertaining, gently amusing but short of genuine hilarity. I can remember watching Cheers and Frasier loads and really enjoying them but can't recall very many of the actual laughs.

I reckon british sitcoms are often a bit more on the Hyper-Real side, with absurd situations and exaggerated characters. US sitcoms are quite formulaic and pretty 'realistic' by comaprison.
